Children who live outside Hamburg
In exceptional cases, the day care centres (Kitas) run by the Vereinigung admit children whose families live not in Hamburg but in the adjacent towns and municipalities of Schleswig-Holstein and Niedersachsen (Lower Saxony). This can make sense if the Kita is on the edge of the city and near to the parents' residence or if one parent works in Hamburg and can bring the child to the Kita and pick it up again on the way to and from work. The Youth Welfare Offices (Jugendämter) in Hamburg are not responsible for these children. In the above cases we therefore require (instead of the Hamburg Kita-Gutscheine) a cost absorption declaration (Kostenübernahmeerklärung) from the town or municipality in which the family lives. The cost absorption declaration must indicate the services (e.g. "day nursery 6 hours) that are being approved and the level at which the parents' financial contribution is being set. Whether the parents' municipality issues a cost absorption declaration (Kostenübernahmeerklärung) usually depends on whether a suitable day nursery place is availably locally and on the regulations that generally apply to the approval of day nursery services in the town or municipality. If parents from the areas surrounding Hamburg want to use a day nursery (Kita) place run by the Vereinigung and pay for it entirely privately without receiving a public subsidy, they are subject to the same regulations as parents in Hamburg.
